I know when I unlocked Seha's Task Force, I did a few Hunter's region then it showed up and said I had to go to Fantasy after. Assuming black lamb's episode is all the same

Check your questline to see if there is a purple exclamation mark and I believe task force would be in Fantasy Theaters if I'm not wrong. Hope this helps
